We are trancribing a handbook

1. Page R6 has a chart and table that shows two columns. They both have the letter C that pertains to the columns and rows. We would like to know if we should repeat the letter before each heading or at the beginning of each column.? We have several of these within the handbook section.

This page has several issues. I believe the letters are reference indicators that refer to the Strategies for Reading material above it. The columns themselves in the first chart, Development of England and France, are inside large enclosures that refer to each other. The following chart, Forms of Imperialism, has the first column inside a large enclosure that refers to the other two columns. Please refer to Rule 6 Large Enclosures in Formats and also to the rules on marginal material.
