Combined and continuation pages

The following situation occurs in a textbook I am transcribing:
Page 26: questions regarding the information on a map
Page 26-27: map is across half of page 26 and all of page 27 (for the map, I will insert blank pages for a tactile graphic, but the blank pages will have page numbers)
Page 26-27: an unassociated time line is across the bottom of page 26 and 27
Should all of the pages involved be combined pages, or will there need to be continuation pages?

I polled the committee and we all agree that everything should be on page 26, combine 27 with 28. Do a transcriber's note to let the reader know that the timeline is across the bottom of the two pages.
Combined page numbers are only used when ALL of the information is across both pages.
