In transcribing a Grade 1 Math book that has alphabetic page numbers do those numbers go on line 3 following the running head on line 1?

According to Braille Formats the alphabetic page numbers go on the line immediately following the running head (line 2). So if you are transcribing for 1st grade, the extra blank line would make it appear on line 3.
