I checked with the Formats chair and this is her answer:

She is looking at Rule 13, Sec. 8(3) [page 138] which covers numbered or lettered answer spaces. It seems to be the best way to handle this.
My other alternative is a TN saying that the answers will follow the blank in whatever enclosure symbol works for that text. If she uses this, the answers could be spaced from the double dash.
