Heather’s original question brought to mind another one… “What about BF 4.3.1 which says a heading can be on line 1 if a running head isn’t used? If it wasn’t a cross-reference, but instead a 3-1 paragraph (which isn’t required to have a blank line after it) ending on line 24 or 25, could you still put the heading on line 1 based on BF 4.3.1? Or does the need to account for the blank line trump BF 4.3.1?
