I have a heading "Tempo I" and after the I is a raised hollow dot or letter o.  I believe it's an o, and I-o is an abbreviation for "primo" (I have seen raised ordinal number suffixes in Romance languages, though not with a Roman numeral before).  What is the appropriate way to braille it in a music heading - do I need to indicate the superscript?

I think that is a transcriber choice. I generally do not use the superscript indicator. I just braille "Io"

I don't use the small circle or degree sign since, yes. It is the letter o and not a zero or just a circle.
