The example which you attached should be done as a tactile graphic. It is best not to use braille cells to try to create the lines, but you could certainly emboss the braille numbers in your file and then use a spur wheel to create the horizontal and vertical lines -- just make sure that there is sufficient space on all sides to create the grid without crowding the braille.
