According to the 2011 update, we must leave a blank line before a centered heading, after a page change indicator. I am wondering if on a new braille page, we must leave the first line blank before a centered heading…

See Section 4.3. It fully discusses the blank line preceding headings, centered, cell-5, cell-7.
