With BF 8.1.4 taken into consideration, if preliminary pages of a book include a list of book titles, such as “Other Books by Author”, and the entire list of book titles is italicized, is it appropriate to omit emphasis? Or, are we required to retain emphasis inherently because they are book titles.

Great question!

When books are listed in italics, the italics are retained. This is simply because UEB requires that titles retain any emphasis. (UEB 9.1.2)
