capital passage question

Hi, should the capital passage start before chapter and terminate after culture.

I want to capitalize as separate headings but on the toc it is one heading.

CHAPTER TWO WHERE CRAZY MEETS CULTURE is a single related heading…it should be one passage. It can be on two separate lines (no blank between).
