contractions in mailing address state abbreviation

Hello,

I have a series of letters to be mailed, each with an address block at the top. In UEB, would I use the “in” and “ar” contractions for IN and AR?

No, it falls under the same rule as US (10.12.1). You pronounce each letter individually so you would not use the contractions.
