    The subject pretty much tells the story: is the curved line between differently-named notes of the same pitch a slur or tie? I think of it as a tie, because I would sustain the tone without interruption, but I'm not at all sure that braille uses my logic.

    Your intuition is right, as usual. It's a tie in print so it must be a tie in braille.
