    Formats rule 4.1.b(4): Headings... Follow the print copy for capitalization...
    EBAE rule III.18.b. When a paragraph heading is written in all capitals in print, it should be italicized in braille...

    Question:
    1. Which rule takes precedence?
    2. If changing all caps to italics for a multiple-word heading, do we capitalize all the words or only the first word?

    When you are transcribing a book according to the rules of Braille Formats, those rules take precedence. So you would follow the print copy for capitalization. If all the print paragraph headings are in the same typeface, then you would also italicize the paragraph headings.
