Index Subentries in Paragraph Form

Should the sub-entries in the attached index example be formatted as a nested list according to BF 21.4.4 (Example 21-14), even though they are not blocked in paragraph form, or should they be formatted as a 1-3 list with the sub-entries kept together as they appear in print?

I apologize for the delay in responding…for some reason this did not come up as a new post.

Each subentry should begin on a new braille line (nested list).
