I have some rather large coordinate planes, 16 by 16 and 20 by 20, with each plane labeled in print. May I either cut the size of the plane down to what is required to answer a question OR should I label only the even numers. I would mention this on my TN page for this section of the workbook. See attached print.

You are allowed to give only every other value on the axes if that allows you to fit the graph on the page. Or you could label all of the values but with alternate ones on the line below with a lead line connecting the value to its grid mark. Your example looks like you need most of the grid that is shown.

Do I need to put the omitted values on my TN page?

You would only put them there if you omitted the same values throughout the volume. Otherwise you could insert a tn at that location to say that the even (or odd) values are omitted from the horizontal axis.
