I understand the rules regarding letter/number combination, print page numbers, as presented in Chapter 1, Braille Formats: Principles of Print-to-Braille Transcription, 2011, what if the page number is EI9, do I need the letter sign since ei is the contraction for either? I brailled this as: [braille];,,ei#i, is this right?

What a great question! No letter sign. In this context it's not necessary. The reader will know that the page is not numbered EITHER9.
