I have these footnotes interrupting lists and exercise sets across two print pages. Should I keep lists/exercise together on first page 61 then show notes after with/without a TN or let notes interrupt flow of  lists and exercise sets?

No – the reference notes go at the bottom of the print page regardless of what is before/after them. They are sort of outside the flow of regular text – with the note separation line preceding them and the page change indicator following.
