Order of Elements

Tactile Graphic Guidelines 2011 tell us the order of elements in a tactile graphic are as follows:

heading
caption
transcriber's note
key
graphic
source

We have a heading and caption that will go before a key and our key will have to be on the facing page. Do we follow these guidelines and put the caption, then the key, then on the next page, repeat heading for graph, then do graph?

Next page (odd page)-
repeat heading (do not used "cont." for the repeat heading)

graphic
