Paragraph or Cell-5 Heading?

Solution

Find the …

area = ?
= …

In this example above, is Solution treated as a paragraph heading and if so would the text that follows (Find the …) on the next line be brought up to the same line and everything transcribed cell 3, with runovers in cell 1, Or should I just treat Solution as a Cell5 heading and transcribe the text below as 3/1?

Of course it would depend on how the rest of the book was transcribed, but I would be inclined to transcribe Solution as a cell-5 heading, followed by a paragraph in 3/1.
