Is a tactile of a graph in a Nemeth transcription considered spatial?

I thought the answer is yes. However, my proofreader told me to ignore Rule XXV, 185a for a graph [regarding leaving at least 3 clear columns of cells on lines 24-25 between the last symbol on any line of the arrangement and the first symbol of the page number.]

Your graphics should follow the rules of Guidelines and Standards for Tactile Graphics 2011. I find no comment there other than the usual 3 blank cells before the page number on line 25.
