In Nemeth: If a long dash occurs below a number line or within a coordinate plane (either for a plotted point or for an axis label), is the long dash used, or is this considered a spatial arrangement and therefore the general omission sign is used?

Are tactiles within a Nemeth transcription considered spatial arrangements?
