transcriber information on title page

Good afternoon!

Can you please clarify–or I should say settle a bet–regarding the transcriber information on a title page? When listing the agency name, city, and state, Formats says “postal code abbreviations are used in this segment.” Is this referring to the two-letter state name or adding the zip code?
