paragraph heading? itemized material?

    Two whom it may concern:
    I am assigned as the Editor for a team of transcribers that will be taking your Formats exam in the future and I do not want to lead them with an incorrect directive. So I decided to write you for assistance in an effort to receive the correct way to transcribe this section. With that said, on the Americans History textbook, in print, all ASSESSMENT sections in this book provide itemized material with what may be considered as a paragraph heading, and then, text is provided below it. Is it okay to bring the text to the paragraph heading or should I treat the text below it as itemized material as follows:

    Hello Michelle,

    Thank you for your question.

    Based on your example, it would be appropriate to threat those headings paragraph headings and bring the text up so the the format would be 1-5, 3-5 as you outlined in your editor's notes.
