TOC Run overs

    I have a brief TOC taking the place of full TOC. The full TOC if used would have levels as 1-7, 3-7, 5-7. But since using only the sections that pertain to current volume some of these sections only have two levels 1-5, 3-5. So should I treat each section separate for levels they contain or keep the three levels even if a section is only two levels. In other words should I use 1-7, 3-7, 5-7  for all sections with only two levels   1-7,  3-7 or treat each section as its own nested list?

    Each volume should determine the margins for that volume. If volume 2 has 3 levels in the TOC, it should use 1-7, 3-7, 5-7. If volume 3 then only has two levels, volume 3 should use 1-5, 3-5 margins.
