Usage of contractions and short-forms can be very confusing.
Lesson 11 in the Literary Braille Instruction Manual covers Short-Form words in great detail.
There are no special rules governing the usage of the short-form for O’Clock.
It does not matter whether it appears in a title or the body of the text. It’s brailled the same way.
