GSTG 6.5.1.1 tells us that a numeric indicator is not to be used when a number occurs below the number line...
However, 6.5.1.1 also indicates that a numeric indicator is used before a number above the number line.
So, in your case, yes you will include a numeric indicator for the number placed above the number line.
Finally, GSTG 6.5.1.8 tells us that the first digit of a numeric label should be aligned with the coordinate or scale mark. These labels for plotted points must be moved above the number line regardless of their placement in print. (In your case, the "coordinate or scale mark" is a solid circle.)
Your example already places the label for the plotted point above the number line so you will keep it there in your transcription and TG.
