Prime sign and grade 1 indicator

Good morning, I am looking to alleviate some confusion about the use of grade 1 indicator with the prime sign concerning the following:
A'B'C' - Did not use Gr1, as it is followed by the cap indicator
f'(x) - Did not use Gr1, as it is not followed by a letter or contraction
Based on the following:
10.6.6 Do not use the lower groupsign for "ea", "bb", "cc", "ff", or "gg" when the letters it represents are preceded or followed by a capitals indicator or a capitals terminator.
10.6.5 Use the lower groupsign for "ea", "bb", "cc", "ff", or "gg" when the letters it represents are both preceded and followed by a letter, a contraction, a modified letter or a ligatured letter unless other rules limit its use.
I would not use the grade 1 in A'B'C' as the cap indicator is used following the prime. As far as f'(x) I do not understand why the grade 1 indicator would need to be used as the letters f and x are not standing alone so cannot be misread and the prime cannot be misread as the double g or word were. I have attached a doc to show how I am typing (braille) this. Thanks so much in advance for your help and time!

We answered this directly but it is good to share here, others may have the same question.
See GTM 11.3. It is determined by whether or not grade one mode is already in effect. It specifies the prime sign in this rule. Don't confuse the rules for the double g (used only in the middle of a word) with the rules for the prime (even though the braille symbol is the same. See also the example on page 49 of GTM where it occurs with the cup and cap (grade one passage is used there)Take the symbol in context, which is math.
