Yes, you are correct about 8.3.5d – an item in a simple list should not be divided between braille pages…if it requires a runover, the whole item should be moved to the next braille page.
8.3.5b says that a list may begin on the 24th line of a braille page as long as it fits on one braille line. That leaves the 2nd item in the list on line 25.
8.3.5c just says that you may not BEGIN a list on line 25…there must be at least two list items on the braille page.
I do not see 8.3.5b and 8.3.5c as contradictory.
