blank line question

I have an incidental note that ends on line 25. A new indented paragraph follows on the next braille page, with no running head. Do I need to leave a blank line on the top of the new braille page since the incidental note needs a blank line after it?

Yes, that’s correct. Start the new indented paragraph on line 2.
