    Appendix G gives us a list of all symbols required using the language "are required on the Special Symbols page if they are used within a braille volume." This list is then followed by a second list of symbols that are referenced as new to UEB. The language associated with these symbols is "These symbols may be included on the Special Symbols list."

    Does the passage regarding these new symbols imply their listing as optional or does it imply that these new symbols now qualify and therefore must be included?

    With the introduction of the UEB code a few years ago the Special Symbols page was a hot topic. The logic at that time was if any symbol could be considered new to a reader, by the nature of them being new to the UEB code, it needed be included until further notice.  It seems consistent with that thinking, that these new symbols must be included at least until no longer considered "new".

    What are your thoughts?

    The first list you reference are the REQUIRED symbols.  The other list is what we are recommending as needed for newer readers of UEB.  As the agency/transcriber, the decision to include the symbols on the second list is yours to make.  At my agency, we include them for the most part.
