    When the first paragraph of the chapter is unindented and the remaining paragraphs are indented, should the first paragraph be transcribed as an unindented block? It is a very confusing situation as this seems to have become a common publishing practice for visual effect but has no impact on reading, e.g. is not being used to highlight a quotation.

    Per BF 1.9 we are to follow print for paragraphing. So yes, if the first paragraph is blocked in print, it should be blocked in braille. The only exception is if ALL of the paragraphs are blocked, they can be changed to indented paragraphs.
