I have an instance where directions apply to a list of equations #1-8. Should I place a blank line before exercise #9 in order to show separation from the previous exercise set? I’m attaching a copy of the print page for your reference. Thank you for your help!

The pdf copy you attached is not page 38, but I think I understand your question.
Yes, that is what I would do. Insert a blank line before #9.
