Margins for Displayed Expression

In the Nemeth Braille Code, why is the expression on page 192 [Rule 25 Sec. 191.b(iii)(2)] left adjusted? Why wouldn’t the runover be two cells to the right?

If the expression is embedded in the narrative text, it would appear as it does in the example. But you are correct, if it is displayed, the runover would be 2 cells to the right of the beginning of the expression.
