No running head and centered heading on line 1

If there is no running head and you have either a centered, cell 5, or cell 7 heading starting a new braille page, would you still place on line one if you had text or boxed material ending on line 25 of the previous page? Or would you carrying over the blank line leaving line 1 blank and the heading on line 2?

While BF does not directly address this, the intent is that you would carry the required blank line to the next page – so your heading would begin on line 2.
