I am not sure how to braille the arrows for this resonance structure, particularly the oblique arrows.
I am attaching a picture of the problem.

Each of the three arrows will need to be tooled as a raised line. Arrange the molecules in the same layout as shown in print.

OK. So those arrows are not considered bonds?

Regardless of their meaning and purpose (here they are chemical arrows, not bonds) these arrows must be drawn in order to convey the circular layout of the print drawing.
