I would like to see more clarification for double spacing with each guideline so there is no guessing as to what to do. I know that for several rules, there is the statement, “there is never a blank line, etc. etc.” but then you have to insert a blank line for double spacing–for example before the bottom boxing lines. I have read that for double spacing, you insert two blank lines when there is only one in single spacing. Perhaps I am the only one having this interpretation problem.

If you look at 1.6.2, especially the exceptions listed in c.-h. , I think you will see the clarifications you need.
