Transcribers notes for added text

BF 2016 section (2.10.10a) and examples 2-16 for table of contents with continued items describes and displays the transcriber added text "cont." not within TN indicators . In the recent Spring Bulletin we now find an example shown again still absent the TN indicators. However also found in BF 2016 section (19.6.1e) it instructs the transcriber to insert the "cont." abbreviation when a puzzle transitions braille pages and displayed within TN indicators. This seems inconsistent.

The committee decided to make the Table of Contents (cont.) an exception to the rule requiring that added text needs to be within transcriber's note indicators.  Another exception to this rule is with guide word text.  The reason these two items were determined to be "different" is that the puzzle transition is usually on a line by itself so the added cells required for TN indicators is rarely a problem.  With Table of Contents and guide word text, space can be an issue.
